The new 'shorewall check' being performed in the postinst is causing upgrade failures.
If shorewall is simply installed but not configured and isn't enabled (/etc/default/shorewall does not enable shorewall), the shorewall check is going to fail because the firewall does not have a valid configuration yet. It should not be required to have a valid configuration for shorewall just to be able to upgrade.
