Justification: renders package unusable

A fresh install of apt-cacher leaves /var/cache/apt-cacher/* owned by
root, thus making it unusable on default install, hence the severity
grave.

It appears that in /usr/share/apt-cacher/install.pl, the test on line 48
(-e $config{cache_dir}) happens to be true on a fresh install, because
/var/cache/apt-cacher/ already exists when the configure is run.  As it
is owned by root, it makes the resulting chown commands useless.

Remove var/cache/apt-cacher from debian/dirs seems to fix the problem.
