What makes you think that this is not dhelp's fault?

For reference, this is the doc-base file in question:
Document: linux-howtos
Title: Linux HOWTOs
Author: Linux Documentation Project
Abstract: This is a list of installed HOWTOs
Section: Help/HOWTO

Format: HTML
Index: /usr/share/doc/HOWTO/en-html/HOWTO-INDEX/howtos.html
Files: /usr/share/doc/HOWTO/en-html/*.html
 /usr/share/doc/HOWTO/en-html/*/*.html

The only field that was changed in the current upload (or even the past
few years) is the "Section" field.
