Debian Policy section 7.4 says this:

> If you want to specify which of a set of real packages should be the
> default to satisfy a particular dependency on a virtual package, you
> should list the real package as an alternative before the virtual one.


libinline-perl recommends "c-compiler" and when installed using aptitude
on a system without a c-compiler installed already, the _alphabetically_
first package fullfilling the dependency - altgcc - is pulled in.

Please change to the following:

Recommend: gcc | c-compiler
