FWIW, I think that the related filed bug # is #475310, however, it has nothing to do with ipw3945d, if I get it right. The file seems to be regenerated by udev, with proper rules so that it is working alright with iwl3945 driver's interfaces. I don't think this is in any way related to network-manager, in any case.
