I consider my configuration (TMPTIME=infinite|infinity|-1 in default/rcS and TMPREAPER_TIME=10d in tmpreaper.conf) as a quite sensible for desktop systems - the /tmp stuff is removed on regular basis by tmpreaper via anacron, but not at boot time, which allows system to boot faster.
