freetype1-tools ships quite some interesting and usefull stuff, esp. all
the ttf2XXX stuff. Why do you actually want to remove them without a
proper replacement?
I reassign this bug to freetype1-tools, that is not the way it should
be. Removing some useful tools.

Only because there are not reverse depends that does not mean that the
package is useless.
Debian - at the end - should be for *USERS* not for internal dependency
checking. If the package is useful for users, so let it be there.
If you want to remove it, provide a replacement.
