I do not understand what happened? /boot/grub/splashimages was removed,
dpkg check that /boot/grub still contains some other files and did not
removed /boot/grub.

If /boot/grub were empty it would be removed, as no other packages provides it.

Is there any other solution than moving splash images to
/usr/share/images/grub/?
This was made in grub2-splashimages package because those images could
be too big for /boot.
