A Recommends: is in order, but it makes little sense to integrate these packages. DOSEMU can be used with or without FreeDOS (example: MS-DOS, DR-DOS, any other 8086 or DPMI OS). The X font is only required if running in X11 mode and no other VGA font is installed (some users prefer the Bochs VGA font, for example).
