Same thing happens on a system that starts kdm after bootup. I also
don't see the progress bar moving at all, and splashy does not time
out at all (I have waited six minutes, which is triple the time that
my system usually takes to display the KDM login screen).

Underneath the splash, the system seems to run fine, at least the
power button seems to be processed correctly, the system shuts down
orderly and switches itself off.

Removing the "splash" from the kernel command line allows the system
to boot normally.
