How do you verify the battery level in each case? And in general, I can't see how acpi-support has anything to do with this problem. Are you suspending to disk when you say "poweroff"? How are you doing it? Have you tried on sid/lenny with an etch kernel? Because if anything is responsible of this, it would rather be the kernel...
