By default, kexec-tools loads the kernel symlink'd to /vmlinuz, not the
first kernel in grub menu. This is the correct default since installing
a deb kernel package updates this link to point to the last kernel
installed and this results in correct behavior for majority of users.
Anyone who needs to change the default kernel loaded by kexec-tools can
do so very easily by editing /etc/default/kexec.

This is not a bug, rather the intended behavior by design. Please let me
know if you disagree and if you have compelling reasons to change this
behavior.
