I think I have found the culprit.

All my tests yesterday were outside jhbuild shell. Within
jhbuild shell, it's broken again, as Neutron previously found.

One difference in jhbuild shell is the LD_LIBRARY_PATH setup.
And jhbuild also builds basic libs like libtasn, libgpg-error,
and libgcrypt. I've tried moving away the jhbuild-built libs
used by /usr/bin/svn one by one, so the system version is
used instead. And the one whose removal brings successful
update is libgcrypt.

It's 1.2.2 in jhbuild, but 1.4.1 in sid. That may help explain
why it fails on the new subversion package.

Probably, jhbuild needs the libgcrypt upgrade. Let's try asking
jhbuild maintainers.
