We expected that someone would file such a bug report when we added this
requirement. But I don't see a good reason to revert the change. We want to
ensure that packages are built in some consistent environment and that
environment must have all "build-essential" packages and as such the check
is useful.

Installing build-essential packages is not "unreasonable". You'll have to
live with this new requirement. Tagging this bug wontfix for now and 
will probably be closed later if the other dpkg maintainers have nothing to
add.
