I confirm this bug.

That's my workaround (Example for German):
Set Widelands to "System default language"
rename de_DE in /usr/share/games/widelands/locale/ to $LANG 
(de_DE.UTF-8)

according to strace widelands searches the locale folder in  
§WHEREEVERYOUARE/share/games/widelands/locale/ what's wrong.

So you have to start widelands from console, after cd'ing to /usr.
If you dont cd to /usr it won't work.

I guess this bug should be easy to fix by by renaming the folders in 
locale/ and changing widelands to find the locale folders by absolute 
path.
