The plugin_stop is called from plugins_stop(), which is called when the
firewall script is issued with the "stop" argument, so as it currently
is, is correct. You probably missed the plugin stop() below...

Although plugins can implement a 'plugin_stop' method so that changes can be
removed on "restart" or "stop" events, the script seems to omit calling them.
A patch is attached.
