On an etch system, I compiled apt 0.7.12 from source. The build failed with a SGML error building documentation. At that point, the system had version 4.4 of the docbook package installed. When I installed 4.5-4 of docbook, the apt package finished building. Sorry for the low-verbosity bug report, but the errors long since scrolled off my screen....
