It is similar, so it may be the same problem. I haven't tried to reproduce the bug, but as it seems to be popular I guess someone needs to spend some time on it. I guess it is caused by the pre/postrm scripts; because if all the 'internal' conditions are met and /etc/apache2/apache2.conf exists (as you confirmed) the module should be automagically enabled. Just for the record, what php5 version are you installing?
