I second this.

I still have the original jquery package installed, because upgrading
it would tow in javascript-common which would deinstall my thttpd
which would break my system.

IMHO the package should not depend on any web server at all since you
can also develop JS applications locally with file:/// URLs.

Currently this dependency renders this package and all the libjs-*
packages depending on it useless for all non-apache users and I'm
therefore tempted to raise the severity of this bug to something
release critical.

I recommend to set one the following relations instead of the
"Depends: apache2":

  Recommends: apache2 | httpd

or even

  Suggests: apache2 | httpd
