According to cvslog [1] mkfs.xfs from xfsprogs 2.9.8-1 now creates filesystems with proper "features2 fields". So this bug can be closed.
According to cvslog xfs_repair can now deal with that "features2 field" thing, so it is possible to repair filesystems with this "features2 field" bug as i tried myself. It's even possible to enable lazy-counters on an existing filesystem now..
