Backup your /etc/slurm-llnl for safety, remove the package, remove the slurm user, then install the package again. This should allow you to upgrade. This problem will be solved in release 1.2.27-2, that will be probably uploaded to unstable today. It will take some days before it will be included in testing. Please let me know if you succeed.
