Package: libio-zlib-perl Version: 1.09-1 Severity: normal perl-modules 5.10 includes IO::Zlib (version 1.07).
I see nothing in the changelog for versions 1.08 and 1.09 that is a reason to include those newer versions in Debian, so I see no reason to repackage this separate from the perl core. perl-modules provides libio-zlib-perl, which takes care of most dependencies. spamassassin has a versioned dependency on libio-zlib-perl, and I've filed a blocking bug to get that changed.
