The current assumption is that people using the text frontend are probably doing so because they have a very limited environment which may well not be able to handle characters that are not pure ASCII. If braille devices are guaranteed to be able to handle that, we'll need to revise that and either remove the current restriction or somehow make an exception. You'll need to specify what range is supported based on the language levels defined for localechooser (e.g. are CJK languages supported; is Cyrillic or Greek?). See the README file in the source code for localechooser and the languagelist (4th column defines level). If you wish to experiment with this, please take a look at the function language_display_level() in the localechooser script (in /usr/bin).
