The new version downgrades -r or -p with -O to a warning, but keeps -N
as an error. The reason is that it has never worked (that is, -N has
never properly timestamped the target of -O, since -O always alters the
timestamp (by clobbering the file) before Wget does anything else), and
having such wget invocations fail is a useful way to inform people that
it is not and has never been meaningful to use -O and -N together.

In a future version of Wget, it is hoped that we can replace -O with a
much more useful (--rename-to?) facility than one that provides mere
redirection.
