This is not a bug of libssl-dev. 0.9.6c-2.woody.7 is the current woody
version and 0.9.6l-4 is an older sarge versionn.

It looks like you installed libssl0.9.6 from testing and no try to
install libssl-dev from stable. Please check this with

apt-cache policy libssl-dev libssl0.9.6

If have to resolve this conflict by specifying the version of libssl-dev
you want and then add the correct libssl0.9.x version.
