Hi,

from my understanding, the libuuid user is only needed by the uuidd
runtime program shipped in the uuid-runtime package. As libuuid1 is
effectively essential, while uuid-runtime is only a recommendation of
it, the creation of the libuuid user should be moved to the runtime
package in order not to force the user into the passwd of people not
having the runtime package installed.
