This seems to be a specific bug with gnome-app-install, https://launchpad.net/bugs/75026 I see your reasoning and understand it, so I'll see if I can get the gnome-app-install bug fixed, and otherwise workaround it in the Ubuntu package making wesnoth-all depend on wesnoth-music temporarily (until gnome-app-install behaves properly), as the wesnoth-all metapackage was initially created so that people installing it from gnome-app-install had a complete game.
