Hmmh, sorry for the delay (well, there was no answer from your part either). I've investigate a bit, but fails to see how menu-xdg generates menu for all languages. Our problem here will be that we currently include the menu defined in menudefs.hook. It's not really possible to include all files for all languages for all users, and I'm not sure it's possible to include only the menu file corresponding to the current locale. Generating the menu file for the current locales at least means user can generate their own menu, for their own locale.
