It's not a bug, it's a change in the heuristic used to determine when the source code has to be uploaded. Please read dpkg-genchanges man page (and the -si option in particular). If you don't want to upload the orig.tar.gz then the previous entry has to contain the same upstream version. Or you override this with -sa. This bug should be just closed unless you have a better suggestion that handles correctly all cases. This heuristic is better than the previous one IMO.
