I've been coding today and have hit this same bug.
I'm using CGI.pm from perl-modules 5.8.8-12 in lenny.
By the look of things, this bug has been fixed in CGI.pm upstream, version
3.29:

2. uploadInfo() now works across multiple object instances. Also, the first
tests for uploadInfo() were added as part of the fix. (CPAN bug 11895,
with contributions from drfrench and Mark Stosberg).
It would be really good if this bug was fixed, because uploadInfo() only
works in a functional context, not an object context.
