Hello, I've always seen bare "%s" under translated "Not all updates can be installed" message. This is caused by the translation not up to date with the latest msgid of that message (which no longer contains "%s"). Here is a list of PO files which need update. bg.po bn.po da.po id.po ja.po lt.po ms.po nb.po nl.po oc.po The attached is a patch to fix this.
