Speaking as a user with scripts that parse my logfiles for me, I'd
say this change should at a bare minimum have been mentioned in a
changelog/NEWS file along with an explanation of how to revert it
(in terms clearly intelligible to users who have never previously
had a reason to learn the format of syslog configuration files).

Better, provide a low-priority debconf question where the options are 
 * [Default] NO, I never want to have to worry about this sort of
        infrastructure nonsense, I want it to Just Keep Working™.
 * YES, I can imagine a practical use for timestamps that are
        accurate to the nearest millionth of a second and I'm
        prepared to rewrite my scripts to handle them.
