If I understood well, the whole point of NRG is obfuscating the data so
that only the Nero burning program can process it (a common practice with
propietary software).  So I don't think they would publish the specs.

But as for this particular bug, I think it'd be easy to figure out how to
distinguish NRG from non-NRG files.  I don't have any sample at hand, but
probably file(1) already knows the file magic for it?
