Ah I first also thought that you meant 2.6.25 but you write 2.4.x twice :) Anyway the 2.6.25 kernel isn't also in Debian and to get work 8.4 with 2.6.25 is an little bit tricky. You've to patch two functions in the fglrx source and you've to patch also your kernel.
