Thank you all with your patience.  After experiencing
other troubles with this setup and spending many hours
on tech support with the cable company, I have been
able to isolate this issue to an intermittent problem
with my hardware or upstream.

I have successfully tested the software during one of
the "good" hardware operating windows, so I recommend
closing this bug as the issue no longer appears to be
with debian.  Now I just need to convince myself the
issue is not with the cable modem.
