I noticed that too.  I'm not quite sure why this is happening with
qemubuilder and not others.

I think citadel-server is taken in because of a bad choice of
mail-transfer-agent (citadel-mta). It is probably generated by
debootstrap --foreign not containing a MTA, and someone else pulling
in MTA; without putting in preference for which MTA is required.

... And I think what's happening is that recommended packages are now
pulled in..
