Hi David,
The randomization was set to not DOS Debian servers, avoiding that all
apticron users connected to them at the same time. I didn't understand your
point of increasing the RANGE variable, so I can't help you with that.
But anyway, this feature was changed at apticron version 1.1.21 solving
#440626 and I hope your problem was solved as well. This version is pending
for upload now and will be available in the next few days.
If it doesn't solve your problem, I'd suggest you to change the time of the
day apticron is executed in your system so that it doesn't occur during the
period of time that the mirror is synchronizing. You can do that editing
cron.d apticron file.
