As far as I see, the only possible correct configuration would be "Size"
and/or "mtime"

I guess that is the first question to pose :)

  of the mirrors composing the network may be not optimal, but it is working.
* Which proxies do use only Etag by default ?

That may be quite hard to apply Etag settings on all servers that use
round-robin.... (given the number of servers, the fact they may change
over the time)

If you are a proxy administrator who wants to save bandwidth on
ftp.us.d.o traffic, isn't that possible to specify that "Last-modified"
HTTP should be used on that domain ?
