No, actually the policy says that if we do it, we have to do it right,
and that isn't trivial (and we did it wrong last time, which warranted
an update to stable...).

I'll try to look into it. Adding the code in tex-common is easier,
anyway, since I don't need to fiddle with a special exception only for
texlive-base...
