I'm an english-speaking Canadian, and I have to say I would be pretty annoyed if my keyboard layout was set to anything other than the US keymap. I have never seen any hardware in Canada that uses this multilingual layout, and I have worked in industry in Ottawa (on the border with Quebec) and at a couple of universities, including McGill in Montreal, Quebec.
