/usr/share/gdm/defaults.conf does mention this:

# Default path to set.  The profile scripts will likely override this value.
DefaultPath=/usr/local/bin:/usr/bin:/bin:/usr/bin/X11:/usr/games

Would this be a good place to mention /etc/login.defs?
