I cannot reproduce this at all, in any case it almost certainly has
nothing to do with aptitude, but is some misconfiguration on your side.

Should be fine.  Please post

- the contents of /etc/environment and /etc/default/locale
  (if these files exist)

- the output of `sudo locale' and `sudo printenv'

- the value of env_reset in /etc/sudoers
