I have a feeling that this is rather kludgy :).  I suppose what we are talking
here is priorities between interfaces, locations etc. and that needs a lot more
thought.

That is right and I doubt people would've added any more action scripts.  So
I've committed the change you posted to SVN.  It will be included with the next
ifplugd upload.
