There was a bug with the initial implementation of sysctl.d, but I
think you misunderstand how it's supposed to work.

The existence of the '*.conf/' dir was a mistake.

Please remove the *.conf/ directory (move any needed files to
/etc/sysctl.d).

Please close this report if you can then confirm that /etc/sysctl.d
works as intended.
