Bug#474987: id3lib3.8.3: Doesn't install id3.h header (and friends)

The libid3-3.8.3-dev package does not install any headers anymore:

  % dpkg -L libid3-3.8.3-dev | grep ".h$" | wc -l
  0

This is a certainly a regression since the recent NMU:

  % wget
http://snapshot.debian.net/archive/2007/08/19/debian/pool/main/i/id3lib3.8.3/libid3-3.8.3-dev_3.8.3-7_i386.deb
  % dpkg -c libid3-3.8.3-dev_3.8.3-7_i386.deb | grep ".h$" | wc -l
  7
