If we start ifplugd earlier, this problem won't really be solved.  When
the cable is pulled out, NIS/avahi will stop functioning again.  All the
services like this (on an interface handled by ifplugd) must be started
from /etc/network/ifup.d/ and stopped in /etc/network/ifdown.d/.
