This message is from ifupdown.  sit0 is not in /etc/network/interfaces
hence this message.

Can you send across the debconf output for ifplugd (basically, just do a
cat /etc/default/ifplugd) and also the output of cat /proc/net/dev ?

if sit0 is being configured via udev, you really want to remove it from
HOTPLUG_INTERFACES in /etc/default/ifplugd (you can also reconfigure the
ifplugd package).
