Yes, because mpg321 uses libmad, which is a) very high quality and b) fixed-point, so it works efficiently on machines without an FPU (like many ARM machines).
What about removing it and adding the necessary Provides: and Replaces: headers to mpg123? (Ccing the mpg123 maintainer)
Replaces: is not used for that purpose.
