I tried andreplicate the issue you reported, as it looks like I have been hit by the same problem before, but I couldn't reproduce the problem, when I tested on an unstable system (actually a vserver), using the locales that you describe. I'll try again on a testing system... Could you try and report the results of : # grep lang /etc/sympa/sympa.conf just in case ?
