This looks like an issue in ggzd to me, as opposed to ggz-game-servers. Do you have the directory /var/lib/ggzd at all? The server can be installed and started just fine on my system, but there are errors when there's an old database version (i.e. db4) in /var/lib/ggzd. In these situations you should see something like: Program version 4.6 doesn't match environment version 4.4 when running /etc/init.d/ggzd start. Since you don't seem to see that warning, I'm confused why you see the error, because a group games-owned /var/lib/ggzd is part of the package, you might verify this with dpkg -L ggzd.
